The Marine Spill Response Corporation (MSRC) is a not-for-profit, U.S. Coast Guard Classified Oil Spill Removal Organization (OSRO). MSRC was formed in 1990 to offer oil spill response services and mitigate damage to the environment. Funding for MSRC’s ongoing operational and capital needs is provided by the Marine Preservation Association (MPA), a separate not-for-profit membership corporation.
To become a customer of the MSRC entitled to cite MSRC in response plans, a company must first become a member of the Marine Preservation Association.
The Enrollment Process
The Marine Preservation Association (MPA) is the funding organization for MSRC. A company is only eligible to contract with MSRC after first joining MPA as a member. Once a company is a member of the MPA they are able to sign a Service Agreement with MSRC and cite MSRC as their OSRO in facility and vessel response plans, as well as to directly access MSRC equipment, personnel and response capability.
MPA is a not-for-profit membership corporation organized exclusively to promote the welfare and interests of the petroleum transportation, petroleum, and energy industries by addressing the problems caused by spills of oil and petroleum products on water. MPA member companies have recognized the importance of a high quality, dedicated spill response capability necessary to protect the environment which is only made possible through MPA member commitment to provide steady state funding in the form of annual dues. Annual dues are paid directly to MPA, and MPA in turn provides this funding to MSRC. In this manner, there are no retainer fees paid to MSRC by MPA members.
MPA was established independently from MSRC to oversee broad policy issues affecting the industries its members participate in, including funding objectives for spill response capability and cost sharing mechanisms. While the MPA and MSRC operate independently, they have well established communications on an on-going basis. Companies deal directly with MPA on membership, funding and strategic policy matters, while they deal directly with MSRC on planning and operational aspects associated with spill response.
TO ENROLL: Contact MPA by email or call (480) 991-5599 directly to receive an annual membership dues quote based on the nature and scope of your company’s operations. The steps to enroll involve completing a membership application and agreement. Once these documents have been returned to MPA and the initial annual member dues have been paid, your company will be eligible to contract with MSRC.

Once your company has received notification of successful enrollment with the MPA, you may enter into a response service agreement with MSRC. Once the service agreement has been signed by both all parties, your company may then cite MSRC as your designated OSRO. Please note that as a federally tax-exempt organization, all of MSRC’s customers must be provided with the same terms and conditions, and thus MSRC is unable to modify the standard form service agreement.
