Since its inception, the Marine Spill Response Corporation (MSRC) has provided telecommunications support for numerous oil spill and natural disaster incidents, ranging in complexity from the deployment of a radio repeater and a few handheld radios to a full command center with approximately 96 telephones, Internet access, and an extensive command and control radio network. Utilizing state of the art technology, highly trained technicians, and a vigilant readiness posture, MSRC has established a reputation as one of the premier providers of Emergency Communications Services within the emergency response arena.
Now, MSRC's Emergency Communications Packages (ECP) have evolved into a new, more flexible generation of communications platform. Special attention has been placed on the rapid deployment of resources in order to most effectively meet the multidimensional telecommunications needs of our customers. Essential equipment is now packaged in 19" rack shock mounted transportable containers. In most instances, these containers can be shipped via passenger air carriers as checked luggage or by commercial overnight shipping companies. Chartered "first flight out services" are also available. Emphasis has also been placed on incorporating emerging 802.11 a/b/g/n wireless technologies, resulting in a more flexible command and control infrastructure and reduced deployment times.
While the packaging has been changed and the technologies upgraded, MSRC's core communications capabilities remain the same. Telephone and Internet connectivity are provided via a dedicated Ku-Band satellite link that MSRC leases on a 24/7/365 basis. Situations requiring additional satellite bandwidth or a unique coverage footprint may be accommodated via the "satellite spot market" on a first-come-first-serve basis, dependent upon availability.
The ECPs are self contained with an on-board generator capable of providing power to each ECP and support resources for up to 3 days before refueling is required. A 40' support trailer containing a myriad of additional satellite, radio, and computer network equipment, fiber optic cable, telephone and computer interconnect cable, and other support accessories is an integral component of each ECP. Best efforts have been made to eliminate single points of failure, either through redundant "hot-standby" resources or off-line spares. For those situations where personnel support services are not available for housing/meals, environmentally controlled trailers capable of supporting 6 to 8 personnel are available. The trailers are equipped with beds, kitchen appliances, and bathroom facilities.
For those situations where the robust capabilities of an ECP are not required, MSRC has a Small Satellite System that provides up to 8 telephones (4 CISCO 7960 IP Phones and 4 CISCO 7921 Wireless units) and access to the Internet over a 10 to 1 oversubscribed Ku-Band satellite network using customer-supplied desktop/laptop computers. This system is appropriate for small offices and staging sites. All equipment, including the 1.2m satellite dish, is conveniently packaged in air transportable shipping containers, therefore facilitating fast deployment via commercial shipping/freight forwarding services.

Description
Emergency Communications Package (a.k.a. Communications Suite)
Includes a fully integrated communications suite on a 45-foot trailer equipped with a 36 kilowatt generator, Winegard iAutoSat Self-Acquiring 1.2m Satellite System providing connectivity to the Internet, as well as VoIP telephony services and multiband radio packages. The ECP can support a maximum of 96 telephones (cumulative total of wired and wireless). The standard telephone inventories per ECP include 10 CISCO IP phones, 50 analog phones, and 20 wireless handsets. Additional requirements will be resourced on location.
