MSRC offers a full range of oil spill response
capabilities intended to help meet the planning criteria
of the Oil Pollution Act of 1990 (OPA-90) through a combination
of MSRC's own dedicated response capability and contracted
resources, including "shoreline protection and cleanup",
"shallow water capability", "Average Most
Probable Discharge" (as arranged, if requested), "Maximum
Most Probable Discharge",
and "Worst Case Discharge".
In recognition of these capabilities, the U.S. Coast Guard
has classified MSRC under its Oil Spill Removal Organization
(OSRO) guidelines as follows: MM, WCD1, WCD2, and WCD3
OSRO throughout MSRC's primary operational area. The Coast
Guard's OSRO Classification levels correlate to response
planning requirements under federal rulemakings such as:

These classification levels aid a planholder
in selecting an appropriate OSRO to meet their planning requirements
under federal law.
It should be noted that the Coast Guard
no longer classifies OSROs for Average Most Probable Discharge
(AMPD). However, AMPD remains a plan holder response planning
requirement. As described in MSRC Technical Information
Bulletin 97-01, with 24 hours advance notice, MSRC can assist
plan holders in arranging for AMPD coverage utilizing MSRC
or STAR contractor resources. A copy of the AMPD Request Form

MSRC's primary "Operational Area",
where these services are offered, is the coastal and navigable
waters of the U.S. East, Gulf, and West Coasts, including
the U.S. Caribbean and Hawaiian Islands. MSRC's customers
sign a contract or Service Agreement with MSRC. The spill
response services offered by MSRC, and the customer's
plan citation rights, are set forth in more detail in the
Service Agreement.
