The regulations promulgated by Federal and
State governments require oil-handling facilities and vessels
to prepare an oil spill response plan. These planholders are
required to have private response resources available under
contract, or available through other approved means, and cited
in the planholder's vessel or facility response plans.
MSRC's response resources may be cited in both Federal and
State response plans by a member of MPA which has executed
a Service Agreement with MSRC. Each company should consult
with their response plan writer and their spill manager to
ensure that appropriate and adequate response capability is
being cited to meet the requirements of OPA-90 and any applicable
state requirements.
MSRC may be cited in response plans within MSRC's Operational
Area for:
- Maximum Most Probable Discharge (MMPD)
- Worst Case Discharge (WCD) Tiers 1, 2, & 3
- Shallow water cleanup
- Shoreline protection and cleanup.
MSRC's primary Operational Area is the coastal and navigable
waters of the U.S. East, Gulf, and West Coasts, including
the U.S. Caribbean and Hawaiian Islands. In these areas, the
resources of MSRC may be cited in response plans as required
by OPA-90 and applicable state requirements consistent with
the terms of MSRC's Service Agreement
