The U.S. Coast Guard created a voluntary
Oil Spill Removal Organization (OSRO) classification
system to aid vessel and facility response planholders in
evaluating OSROs and in writing response plans. Using the
classification system planholders do not have to cite detailed
lists of response resources, but instead may cite an organization
by its classification. MSRC has received OSRO Classification
from the U.S. Coast Guard for Maximum Most Probably Discharge
(MM) and Worst Case Discharge (WCD) Tiers 1, 2, & 3 for
Facilities and Vessels, as appropriate.
The Coast Guard system classifies OSROs by Captain of the
Port zones based on their resources located within that
area (using rating criteria found in the U.S. Coast Guard's
OSRO guidelines). Classifications are defined based on the
OSRO's rated removal capacity and response planning times
within that geographic area. MSRC's current Classification
is indication that MSRC has the capability required under
the Coast Guard's OSRO Classification Guidelines to meet
the planning requirements for "Maximum Most
Probable Discharge"
(MM) and "Worst Case Discharge" (WCD Tiers 1, 2, & 3) in
all Captain of the Port (COTP) zones on the U.S. East, West,
and Gulf Coasts, including the U.S. Caribbean and the Hawaiian
Islands (a total of 28 COTP zones).
MSRC also has classification in certain mid-continent COTP zones. Plan holders,
through the use of special inland citation, may also be able to cite MSRC resources
to help meet their planning requirements in these mid-continent areas. To request
