Plan Citation Capability OSRO Classification Additional Services

MSRC offers other services including aerial and vessel dispersants spraying systems, in situ burn kits, and international and hazardous materials response on a case-by-case basis, and response to hurricanes and other emergencies.

  • In Situ Burn Kits - MSRC has pre-positioned in situ burn equipment in its four operating Regions (Eastern, Southern, California, and Pacific/Northwest), including the equipment locations of Hawaii and St. Croix, USVI.
  • Dispersants Capability - Effective January 1, 2007 MSRC implemented changes to its dispersant program that had been previously provided through a contract with Marine Industry Resources - GULF (MIR-G). Under the enhanced program, MSRC contracts directly with two aircraft operators who provide MSRC access to a C-130 located near Phoenix, AZ and a King Air located in Stennis, MS. The C-130 can carry up to 3,250 gallons of dispersant and the King Air, which also functions as a spotter aircraft, can carry up to 425 gallons of dispersant.
  • Hazardous Substance or Non-Oil Spill Response - A response to a non-oil or hazardous substance spill may be initiated through MSRC, on a case-by-case basis. MSRC availability will depend on considerations including the safety of personnel and the availability of suitable equipment and trained personnel. Several of MSRC's STARs participants are qualified responders to hazardous material spills and may be called upon for response.
  • International Response - MSRC may provide response equipment and personnel to a spill outside of the United States on a case-by-case basis. For example, MSRC's REACT Package may be accessed for spills outside the U.S.
  • Inland Response - At this time, MSRC may not be cited in Vessel and Facility Response plans in the inland states (unless special permission has been obtained from MSRC for a specific inland area). However, MSRC may be able to provide response equipment in inland areas in the event of a spill.
  • Salvage, Firefighting, Lightering - MSRC does not provide these services directly; however, MSRC will assist, as requested, with identifying and contracting with appropriate salvage, firefighting and lightering organizations to meet OPA-90 planning and response requirements. MSRC does have a Memorandum of Understanding with the Marine Response Alliance which may facilitate the contracting for these capabilities should an emergency situation arise.
  • Non-Spill Emergencies - MSRC has expanded its service offerings to include response to non-spill emergencies such as hurricanes, floods, and fires.
